For the 19th consecutive year, the New York State Laborers-Employers Cooperation and Education Trust (LECET) has supported Oswego’s Presidential Scholars Program. Bill Shannon, business manager for the Upstate New York Laborers’ Council and LECET representative, presented a check for $25,000 to President Deborah F. Stanley in October.
